On a new machine (running Sequoia 15.6.1), I am getting some undesirable behaviour that I want to disable.
I want to globally enable the option ‘Check spelling when typing’ to underline misspelled words. But in my new installation, it automatically generates pop-ups with spelling suggestions when clicking (not right clicking) the misspelled word:

This is undesirable behaviour: spell suggestions should only appear on right click, because (left) click is already used for primary navigation (placing the cursor, selecting text, etcetera). How do I turn this off?
This behaviour seems to persist in all programs that use the NSSpellChecker (from the Cocoa text system). I do not have the same behaviour on my previous machine (running Monterey 12.7.6): I have double-checked that all (visible) settings are identical to my previous installation, and there I only see the red dashed line and not the popup. It is possible that I had to take some steps to disable it on my prior installation, but I did not document what I did, and cannot find any advice on the internet.
I have found this question on the Apple discussions forum and this question on reddit, both suggesting this feature might have been introduced in Sonoma. But I also found this question on Ask Different showing that this feature existed long before Sonoma. Has it been merged with the ‘Check spelling when typing’ setting since Sonoma? Why do I not see it on my old installation but am I unable to disable it on Sequoia?
I have asked the same question on TeX SE, where it was explained to me that this behaviour is OS-wide, so it seems better to ask here instead.
